Abstract:
The aim of this research is to assess the level of parental awareness regarding government initiatives for providing free, high-quality education in junior secondary schools within Bonthe Municipality, located insouthern Sierra Leone. The study encompasses approximately one hundred (100) principals and teachers selected from five (5) junior secondary schools in Bonthe municipality, as well as one hundred (100) parents whose children are enrolled in these schools. To gather data, a purposive sampling method was employed for the educators, while a simple random sampling approach was utilized for selecting respondents from the pool of one hundred (100) parents. The findings reveal that the majority of parents lack knowledge about the government's commitment to allocate 21% of the national budget towards the Free Quality School Education (FQSE) promotion. Additionally, parents are unaware of their role in supporting the FQSE program, although they do recognize the government's efforts in providing educational materials. Furthermore, school authorities have not sufficiently informed parents about the government's initiatives in supplying educational materials. Based on these findings, the study proposes several recommendations. Firstly, the Government of Sierra Leone (GoSL), through the Ministry of Basic and Senior Secondary School Education (MBSSE), should organize training workshops and seminars for parents to educate them about the government's dedication to promoting the FQSE program in Sierra Leone, as well as clarifying the expected contributions of parents to complement governmental efforts. Secondly, the MBSSE should provide training for their School Quality Assurance officials on media engagement ethics to effectively communicate with the public about the FQSE program and the role parents are expected to play.

DOI: https://doi.org/10.55306/GRJSSM.2023.1203
Abstract:
The National Apprenticeship Training Scheme (NATS), established under the Apprentices Act of 1961 amended in 1973 and 2014, provides practical On-the-Job-Training (OJT) opportunities for graduates, diploma holders in engineering and technology, as well as graduates in general streams such as B.A, B.Sc., B.Com etc. The duration of apprenticeship training varies from 6 months to 3 years, aiming to equip apprentices with valuable industry experience. Serving as a bridge between theoretical education and practical application, the scheme enhances participants' employability while contributing to industrial growth. This work focuses on evaluating the NATS within the Eastern Region of the country. The evaluation comprises two key aspects: physical achievement and financial expenditure by the Government of India on this scheme. Over the chosen period of 10 years from 2013-14 to 2023-24, this study has highlighted the increasing significance of the NATS as a socially relevant initiative by the Government of India

Understanding Douglas McGregor's Theory X and Theory Y in Human Resource Management
Author: C. Lizy RKPages: 50-59
DOI: https://doi.org/10.55306/GRJSSM.2023.1205
Abstract:
This paper explores the application of Douglas McGregor's Theory X and Theory Y in Human Resource Management (HRM), offering a comprehensive analysis of their implications for modern HR practices. Theory X posits that employees inherently dislike work, lack ambition, and need strict supervision and control to meet organizational objectives. It suggests that a managerial approach characterized by authoritative leadership and a rigid hierarchical structure is necessary to ensure productivity. Conversely, Theory Y presents a more optimistic view of employees, proposing that they are naturally motivated, seek responsibility, and can selfdirect. Theory Y advocates for participative management styles, emphasizing trust, empowerment, and opportunities for personal growth. Through an in-depth examination, this research evaluates how these theories influence various HR functions, including motivation strategies, leadership styles, performance management systems, and the overall organizational culture. It discusses the traditional and contemporary applications of these theories in real-world settings, providing case studies of organizations that predominantly use either Theory X or Theory Y principles. The analysis demonstrates that while Theory X can lead to efficient operations through stringent controls, it may also result in low employee morale and high turnover. On the other hand, Theory Y fosters a more innovative and engaging work environment, though it may present challenges in terms of maintaining consistent performance standards. The paper concludes by emphasizing the importance of integrating both theories in HR practices to address diverse employee needs and situational demands. It suggests that a balanced approach, tailored to specific organizational contexts and individual employee profiles, can optimize both productivity and employee satisfaction. This holistic view offers valuable insights for HR professionals aiming to develop flexible and effective management strategies that leverage the strengths of both Theory X and Theory Y
